HIGHLIGHT ON SOME OF THE ON-GOING & COMPLETED PROJECTS IMPLEMENTED AND SUPPORTED BY NIC Sonitpur DISTRICT:

1. L.R.C : Land Records Computerization is done through the award winning software system called 'DHARITREE', is a special Endeavour for total Land Records Computerisation by the Sonitpur district administration in association with NIC, Assam under the sponsorship of the Department of Information Technology (DIT) Government of India. All the land record data of all the seven circles are computerised which are available in the circle itself. The processes of mutation, partition and conversion are incorporated in the DHARITREE software whereby the entire process like receipt of application, issue of mandatory notices, recording the order of Circle Officers and land record staff, notes on hearing and final order for effecting the required change in database is done through computer. 2. Registration Project(PANJEEYAN): With the objective of reaching out to the Citizens in a holistic manner and in the process creating a transparent, reliable and accountable service delivery mechanism, the Department of Information Technology, Government of India, has undertaken the project of replication of success stories of computerization of Registration in India. In the same context, the project for computerization of Registration Department in Sonitpur district of Assam was kicked off as a pilot initiative in Sonitpur district in June 2004. Computerization of Registration of Documents System (e-PANJYEEN) is an application package developed to automate the Registration Offices of the State of Assam This software solution for the Sub-Registrar’s Office which has been developed with a view to providing quick services and ensuring transparency by suitably harnessing IT enabled operations in Document Registration. It is a comprehensive IT Package to facilitate faster processing of applications submitted by the public. PANJEEYAN is developed by NIC Assam State Centre using the state of the art technology and is very much user-friendly. All the four Registration offices viz. Dhekiajuli, Tezpur, Sootia and Biswanath Chariali of Sonitpur District are providing citizen services through computerised system.

3. District Treasury: Sonitpur District Treasury was computerized by NIC, Assam in September, 2000. Since then the system has been working smoothly with constant support from NIC, Sonitpur. All transactions related to payment as well as receipts are made through the computerized system along with reports required for AG & RBI. Exclusive training to the staff of Sonitpur Treasury imparted by NIC, Sonitpur. This is one of the successful computerized project implemented and maintained by NIC, Sonitpur and supported by NIC, Assam state Unit in a very fruitful manner. The project was discontinued from 2006 due to adoption of different system by Directorate of Accounts, Assam.

4. Teacher’s Database: All teachers data for Primary, Middle, High School & H. S. Schools of Sonitpur District are collected and entered in the computer of NIC Sonitpur and the process is completed during September, 2002. NIC imparted training to the staff of IS, DEEO and DI for using the software. All the data are merged and submitted to the Coordinator ( Teacher’s Database), NIC, Assam State Unit from where the soft copy as well as reports are submitted to the Education Department, Govt. of Assam.

5. District & Session Judge Court : The Court is well equipped with software and hardware supplied by NIC. NIC, Sonitpur has installed software ‘LOBIS’ under FOXPLUS/ UNIX platform and necessary training imparted to the staff of District & Session Judge Court, Sonitpur . Internet connectivity provided to this office from NIC Sonitpur through WI-MAX technology.

6. CNAA Project : CNAA( Community Needs Assessment Approach) project meant for the office of Addl. C.M.O., Sonitpur is implemented in Sonitpur District by NIC, Sonitpur. NIC, Sonitpur collected necessary software from NIC, Assam state Unit and installed in the machine of Addl. C.M.O., Sonitpur. Also, training imparted by NIC to the staff of Addl. C.M.O. for entering monthly data and generating reports. Internet connectivity provided to this office from NIC Sonitpur.

7. PWD (Roads) : NIC Sonitpur is actively involved for implementation of PMSGY project in the office of PWD(Roads), Sonitpur. Provide necessary support whenever required for uploading online data for this office. Recently, Internet connectivity provided to this office by NIC, Sonitpur through WI-MAX technology.

8. District Industries and Commerce Centre : Software required for PMRY developed by NIC, ASU installed in NIC machine and training imparted to one staff of DI & CC, Sonitpur for storing data and generating reports for PMRY. List of Small Scale Industries of the Sonitpur District entered in NIC Sonitpur and report generated for DI & CC.

9. DC’s Office, Sonitpur : All of the branches of District Administration have computers. NIC has been giving technical support to all branches for any problem reported. Moreover, NIC, Sonitpur has been constantly providing support to the District Administration for the following projects :

PEEP ( Performance Evaluation & Enhancement Programme ) : This is a web enable application developed by NIC, Assam State Unit through which monthly progress report of NMBS, NFBS, PDS, NAOP etc. of the District are sent to the Chief Minister Secretariat, Govt. of Assam.
MPLAD & MLALAD : Details of fund provided by the MPs & MLAs for Local Area Development Schemes are stored in computer of NIC and necessary reports are generated whenever required. Recently software developed by Ministry of Statistics and Programme implementation( NIC Unit), GOI is downloaded by NIC, Sonitpur along with input proforma( NIC personally distributed input proforma in presence of DC, Sonitpur in DDC meeting ) and installed in the machine of concerned Branches. Data entry is also done in the website of Ministry of SPI, GOI( http://mplads.nic.in)
Election : During Election( Parliamentary/ Assembly/ Panchayat/ Municipal & Town Committee) randomized alotment of Polling officers and appointment letters for Polling Officers, Counting Staff, attendance Sheets, remuneration list, EVM distribution list etc. are done by NIC Sonitpur. Different forms prescribed by the Election Commission of India are prepared in NIC Sonitpur and send over Internet. Scanning of Affidavit , property statements of contesting candidates and subsequent uploading are performed in NIC. Transmission of counting data during counting process is done by NIC.
N.R.C.: As per Government order, Scanning of Electoral Roll of 1966 & 1971 are completed. NIC Sonitpur has been
involving for the preparation of NRC databases.

10. AISES ( All India School Education Survey) : Data provided from Inspector of School, Sonitpur are entered in the computer of NIC Sonitpur. NIC was actively involved in this project for back up of data and giving necessary training to the staff of IS, Sonitpur for data entry and report generation. The project is completed and computerized data was sent to the Coordinator, NIC Assam State unit.

11. Habitation Survey of PHE : NIC downloaded habitation software developed by NIC, HQ and made available to EE, PHE, Sonitpur. NIC imparted training to the staff of PHED for data entry and different tools. Data of Habitation survey done by PHE, Sonitpur in their own machine with technical support from NIC. Data entry is completed now and computerized data sent to the Coordinator, NIC Assam State unit. Recently, Internet connectivity provided to this office by NIC, Sonitpur through WI-MAX technology.

12. Training : A good number of staff and officers from different offices of Sonitpur District viz. DC’s office, DFDO, DI & CC, PHE, Addl. CMO, Treasury, S.P. Office, PWD(R ) , DRDA, Zilla Parishada etc. are trained for specific project time to time.

13. District Website : The official website of Sonitpur District (http://Sonitpur.gov.in), launched in August 2001, was one of the oldest District website of Assam. The website is designed and developed by NIC Sonitpur. The website is well described the varied culture and tradition, history and geography, facts and figures, efforts for developments, resources and handicaps, matters of general interests of Sonitpur District. NIC has been taking self-initiatives for website updating and trying to incorporate recent data received from District Administration time to time.

14. NICNET Service : NIC has been giving NICNET services to the District Administration. Information and all important messages come for District Administration are collected and submitted. District Administration sends e-mail to different authorities through NIC mail service. NIC has been giving this NICNET services to other departments like Agriculture, DI & CC, PWD(R), DRDA, Treasury, Addl. CMO etc.

15. D.T.O. Project : Computerization of license & registration process of DTO, Sonitpur is going to implement for which NIC, ASU has developed necessary software. NIC, Sonitpur has constant touch with DTO, Sonitpur for site preparation and communicate with concerned authority for machine delivery. Delivery of machines is under process, NIC will have to provide software support after system installation.

16. IDRN Database : IDRN( India Disaster Resource Network) data collected from different line departments and uploaded in the website of HRD, Ministry, GOI ( http://idrn.gov.in).

17. CICs in Sonitpur District : All the 14 CICs under Sonitpur District started functioning from 17/08/2002 and are running smoothly. The response from the local people are found to be very good. Resources of the CICs are utilized by local people for collecting information in different fields such as examination result, recruitment results, e-mail, geographic info., medical info., employment info., various government schemes info., used TV for receiving web cast. Local students participated in courses prescribed by DOEACC, IGNOU and DLCC having duration of 1 month, 3 months, 6 months and short term Internet awareness programs. All technical problems faced by the operators are reported to NIC through a web enable system; in turn NIC, Sonitpur takes steps for rectification of the same.

18. Video Conference :The VC studio in DC’s office, Sonitpur which is maintained by NIC Sonitpur is running smoothly. Few important VC sessions already conducted where DC, Sonitpur and SP, Sonitpur participated recently. NEEPCO used NIC Sonitpur's VC to interact with Ministry of Power, Govt. of India many times. More VC sessions are going to held amongst bureaucrat.

19. Automated Employee Database Project: Automated Employee Database Project under AGPRMP (Assam Government Public Resource Management Programme) is completed. Details of the Employee of Govt. of Assam are collected for Sonitpur District (DDO's wise) and stored in the database. All data are now available in internet, Employee can see his/her profile from anywhere in internet.

20. E-Court Project: NIC, Sonitpur is involve in the implementation of E-Court Project. Already 9 Laptops are distributed to Different Judicial Officers of Sonitpur. NIC's DIO is a member of District Level Monitoring Committee of E-Court Project to implement the project in the District. Site Selection and preparation is going on.

21. IDSP (Integrated Diseases Surveillance Project): NIC is involved in the Implementation of IDSP in the District. NIC's DIO is a Member in District Surveillance Committee for this project. Site is already identified and Site preparation is completed. NIC will be coordinating with the Installation of Hardware and providing IT support to the project and its day to day operation in coordination with the Data manager and Data entry operator of IDSP.

22. CONFONET (Consumer Forum Network) Project: NIC is involved in the implementation of Confonet Project in the District. The Project is going to start and TPS has already joined. SUSE linux, DB2 and WAIS are properly reinstalled. NIC Sonitpur is in constant touch with TPS for any IT related issue.

23. NREGA (National Rural Employment Guarantee Act): An exclusive training on ‘installation of NREGASoft 3.1’, ‘operating procedures of NREGASoft 3.1’ and ‘Backup, Restore and Upload” were organized during 3^rd July to 5^th July, 08 in NIC Sonitpur for all Computer Operators and officials of all 14 BDO offices of Sonitpur. After completion of the training the offline software i.e. ‘NREGASoft 3.1’ along with soft copy of Installation Guideline and User Manual were distributed to all Computer Operators of BDO offices to install in the Computer of respective BDO Office. Master data are corrected and sent to NIC team for NREGA project. Offline data blocks are uploaded from NIC, Sonitpur. NIC Sonitpur is in constant touch with District Administration, Sonitpur & DRDA Sonitpur for successful implementation of the project.

24. WI-MAX(Wireless Interoperability for Microwave Access): WI-MAX is a telecommunications technology aimed at providing wireless data over long distances in a variety of ways, from point-to-point links to full mobile cellular type access. It is based on the IEEE 802.16 standard. Tezpur, the District HQ of Sonitpur, Assam is under Wireless MAN through WiMax technology. Tezpur is the first place to have this technology in India implemented by National Informatics Centre(NIC). Under this project, following 10 departments/ institutions are connected so far in the City of Tezpur viz. Public Health Engineering (PHE), Industrial Training Institute, Supdt. Engr., PWD (Roads), Tezpur Govt. Boy’s H.S. School, District & Session Judge Court, Revenue Circle, Sarva Siksha Abhiyan(SSA), District Transport Office, Residence of the Deputy Commissioner, Sonitpur and District Rural Development Agency.

Apart from above projects/ activities, there are other day-to-day activities such as holding meeting, attending meeting with heads of offices of the Sonitpur District for discussing ICT related issues. Also NIC Sonitpur has important activities like preparation of plan & estimate for new ICT projects covering the District. On request from District Administration, Sonitpur, NIC Sonitpur acts as technical expert for selection of proper candidates for different projects.
