Zila Sainik Boards and Zila Sainik Welfare Office

  • ORGANISATION

         The inter-relationship between the various Deptts in the Central Organisation and the State and Zila Organization are outlined in the following chart :-

    Achievements of Rajya Sainik Board in Sonitpur Distt.

    1. After a restless and utmost dedication of Assam Secretariat and Director of Sainik Welfare Assam, the prolonged awaited Sainik Bhawan is inaugurated by the Hon’ble Governor of Assam on 03 May 2013.

    2. There were no War Memorial was functional in the Distt till the yr 2012.    Because of restless efforts of Sonitpur Dist Adm, GOC 4 Corps and Dir of Sainik Welfare, Assam it has been possible to renovate the War Memorial which has been inaugurated by the Hon’ble CM Mr. Tarun Gogoi  on 11 Aug 2012.  Simultaneously, efforts is going on for     construction of an War Memorial at Guwahati near Digholi Pukhuri.  

    3. Only due to relentless efforts of Director of Sainik Welfare,  it has been possible to give away more welfare items and many financial assistance under the schemes of Rajya Sainik Board/DSW, Assam and Kendriya Sainik Board/DGR, MoD, New Delhi.

    4. And for the personal indulgence of the Director of Sainik Welfare, it has been possible to incl the name of Welfare Officer ZSWO Sonitpur in DDMA, DDC and Dist Grievance Redressel Cell.

    Function of Department of Sainik Welfare/Zila Sainik Welfare Office

    At the State level the resettlement and welfare of Ex-Servicemen is handled by one of the Ministries in the State Govt and the Secretary of the Deptt concerned oversees the work of Deptt of Sainik Welfare.

    The Deptts of Sainik Welfare exercises general control and supervision over the Zila Sainik Welfare Offices, some of which cover more than one revenue District. The Chief Minister of the State  is the Chairman of the Rajya Sainik Board in the State and Deputy  Commissioner/District Magistrate is the President of the Zila Sainik Board.  The Secretaries to the Rajya Sainik Board are invariably the Directors of the Deptt of Sainik Welfare and the Secretaries to the Zila Sainik Boards are the Zila Sainik Welfare Officers.  The Zila Sainik Welfare Offices are established in  Zilas which have population of 7,500 and above of Ex-Servicemen, widows, dependents and families of serving defense personnel left behind. However, in certain districts in remote/hilly areas, the population limitation of minimum of 7,500 can be waived as stipulated in the rules.

    Duties of Zila Sainik Welfare Offices (ZSWOs)/Zila Sainik Boards (ZSBs) which are the field units of DGR/KSB, MoD,  are responsible for the tasks as given under :-

    (a) Disseminating information to the general public regarding the Armed Forces in the country and constantly endeavoring to promote and maintain a feeling of goodwill between civilian population, service personnel and Ex-Servicemen.

    (b) Monitoring the welfare of families of servicemen   and Ex-Servicemen and assisting them in representing their cases with the local administration or the Defense authorities.  Welfare organizers employed in each ZSWO/RSB play a crucial role in establishing contact with the clientele in their homes, listing their problems, needs and aspirations, providing in puts on these to the ZSWO/RSB,resolving these, and spreading awareness of the resettlement and welfare measures in place which they can avail off.

    (c) Giving information to the general public regarding the conditions of service in the Armed Forces and to assist intending candidates in approaching the appropriate recruiting authorities for purposes of enlistment.

    (d) Keeping a watch on the adequacy of the number of pension paying offices/branch post offices paying pension.

    (e) Scrutinizing applications for relief from various military and civil charitable funds and making suitable recommendations.

    (f) Granting financial relief to Ex-Servicemen and their dependents from funds at their disposal. Recommending cases of ESM and their families for financial assistance from KSB.      

    (g) Settlement of financial problems such as pension and other retirement/release benefits/dues to Ex-Servicemen and grants and assistance in kind to Ex-Servicemen beneficiaries and dependents from the Central/State Govts or other Organizations such as the     Indian Red Cross Society etc.  

    (h) Maintaining close liaison with the Pension Disbursing authorities/agencies in the District to ensure prompt and correct payment of pension and reliefs to Ex-Servicemen pensioners or their dependents.  

    (j) Providing assistance for settlement of land and other disputes.

    (k) Assist families of serving personnel staying separately during their absence away on duty.

    (l) Promote and maintain under the guidance of the State Rajya Sainik Boards, welfare measures in the District such as Rest House for Ex-Servicemen, old age pensioners’ homes, vocational and other training facilities and hostel for children of serving Defence personnel and  Ex-Servicemen.  

    (m) Mobilize assistance for medical treatment in Military/Civil Hospitals.

    (n) Maintain liaison with other welfare organizations such as the Indian Red Cross society, NGOs and voluntary organizations.Enhance additional sources of welfare and concessions for Ex-Servicemen and their families/dependents in the Districts.

    (o) Maintain as up-to-date register of war widows, dependents and those disabled in action with a view to ensure their welfare.

    (p) To represent DGR/KSB, Ministry of Defense (Govt of India) in Court Cases under their jurisdiction in which these organizations have been made respondent.

    (q) Provide Ex-Servicemen and family pensioners information about Ex-Servicemen Contributory Health Scheme(ECHS).

    (r) Ensure that their ZSWOs are duly inspected by the Director, RSB every year.   

    (s) The serving Defence personnel, whenever attached to the ZSWOs for monitoring of grievances by the detached families of the serving soldiers, be given all the administrative & logistic support.They should also be entrusted with the responsibility for issuance of the Identity Cards.
        
    (t) To maintain close and effective liaison for purpose of resettlement through employment of Ex-Servicemen with:-

    (i) Local Central/State/private industrial organization.

    (ii) Local employment exchange particularly in States where it has co-sponsoring powers for re-employment of Ex-Servicemen.

    (iii) Local revenue authorities in connection with scheme for resettlement on land of Ex-Servicemen.

    (iv) District Industries/Block Development Offices and assisting those Ex-Servicemen desirous of
    setting up small scale industries.

    (u) Assist Ex-Servicemen in forming and setting up co-operatives for their self-employment.

    (v) Provide all re-settlement assistance to war widows, dependents and war disabled as well as to those who dies/disabled while in service due to attributable reasons.

    (w) Assist Ex-Servicemen in preparing of project reports for self-employment ventures and in obtaining loans under DGR resettlement schemes.

    (x) Organize Armed Forces Flag Day under aegis of the President ZSB (Deputy Commissioner/District Magistrate) and Flag Day collections and any other authorized fund raising measures in the district.
            
    (y) Organise rallies/re-union of Ex-Servicemen. Organize welfare meetings with President ZSB to resolved problems of Ex-Servicemen and widows, preferably once each month on a fixed day.

    (z) Explore avenues for providing educational and vocational training facilities for Ex-Servicemen and their dependents to enable them to seek employment or set up self-employment venture.

    (aa) Assist the three Services whenever called upon to do so to disseminate information within the district regarding  terms and conditions of service in the Armed Forces.  Provide publicity for recruitment notice and for assistance rendered by the Armed Forces in times of national calamities. Publicize notification of awards of gallantry and other decorations     introduction of welfare schemes of service personnel and their families.

    ORGANISATION OF CENTRAL, STATE, DISTRICT AND ANCHALIK EX-SERVICEMEN ASSOCIATION IN THE COUNTRY/STATE AND AT DISTSRICT OF SONITPUR


    There are two NGOs in the country namely All India Ex-Servicemen League and All India Ex-Servicemen Association.  At the same time, at State/Dist level,   All Assam Ex-Servicemen Association and Sonitpur Dist Ex-Servicemen Associations are existing.  In addition the State and Dist, there are sixteen Anchalik Ex-Servicemen Associations are also organized to assist the ESM communities in the Dist in consultation with Zila Sainik Welfare Office/Zila Sainik Board. The name of sixteen Anchalik ESM Associations are Kalabari, Gohpur, Helem, Biswanath, Sotia, No Duar, Lokra, Holeswar, Dekargaon, Tezpur, Besseria, Bihaguri, Dhekiajuli, Sirajuli, Missamari and Rangapara.     There are various type of welfare scheme from Rajya Sainik Board, Ghy, Assam  are being provided to the Ex-Servicemen, Widows, Orphan Daughter and their dependents.-

    (iv)  Water/Air Mattress for comatose patients.

     

    The disabled individuals entitle for one time grant of Rs. 2000/- of installation of water pump.  They would also be eligible one time house repair grant of Rs. 5000/-, subject to certain condition.  The disabled with more than 50% disabled or ones who are not in a position to undertake any physically work, although their disability less than 50%, would also be eligible.

    20.

    Allocation of Western Commode

    -

    For all ESM and widows of ESM, who are more than 70 yrs of age.

    One time grant of Rs. 3000/- for installation charges will also be give.,

    21.

    Scheme for widows/Orphan:-

    (i)   Travel Expenses : Visiting the office of the Director, Dept of Sainik Welfare for redrerssal or their grievances would be reimbursed and they would also be entitled for grant to cover their incidental expenses.

    (ii)  House repair grant. Towards repairing of owned houses.

    Welfare items in kinds :- Looms and Accessories, Yarn, Spray Machine, Agriculture Tools, Bicycle, Solar Light, Steel Almirah of standard size for widows more than 65 yrs of age, Kitchen Utensils, Mattress with bed cover & Pillow cover (2 Pcs), Sewing Machine, C.I. Sheets, Mixer Grinder, Plastic Table & Chair set and Carpentry tools.

    For the welfare of ESM, widows, Orphan and dependent children of ESM up to the rank of Hav & equivalent & Non pensioner ESM. The list will also includes all items, as approved by the govt for the other Departments.  It will be on case to case basis.

         (i)  Angioplasty, Angiography, CABG, OH Surgery, Valve Replacement, Pacemaker Implant, Renal Implant, Prostate Surgery, Joint Replacement,  Cerebral Stoke and other Diseases where more than Rs. 1.00 lac has spent on  treatment.

         (ii) For Dialysis & cancer-75%/90% of total expenditure (Officers & other  ranks respectively). Upto a maximum of Rs. 75.00/- per Fin Year only).

    WAR MEMORIAL  HOSTES:-      A sum of Rs. 1,350/- for the wards of all ranks of battle/physical casualty to WMHs.

    PRIME MINISTER’S SCHOLARSHIP SCHEME:-

    (a)    5500 scholarship are available annually under PMSS scheme for wards of ESM/retired Coast Guard personal and their widows.  This scheme is funded from the National Defence Fund. The amount of scholarship available under the scheme is as under :-      

              (a)      Rs. 2000/- PM form Boys (Paid annually).

              (b)      Rs. 2250/- PM for Girls (Paid annually).

    (b)     Students undergoing the professional Degree Courses in India duly recognized by the Indian regulatory bodies such as AIGTE, MIC etc are eligible.  The details of the scheme are available on www.desw.gov.in

    MOBILITY EQUIPMENT TO DISABLED EX-SERVICEMEN (POST RETIREMENT) :     

    Ex-Servicemen who are disabled after service with a disability of 50% or more and not covered under the Scheme of AG’s Branch, R&W Section, Ceremonial and Welfare Dte, Army HQs or equivalent branches of Navy and Air Force are assisted in procurement of crutches, wheel chairs & modified scooters.  An amount of Rs. 57,500/- is provided to the eligible Ex-Servicemen for this purpose.

    TOOL KIT TO EX-SERVICEMEN.   

    The provision of Tool kits to War Bereave families, Ex-servicemen & their families exists, KSB gives a grant of Rs. 8000/- in each case.

    GRANT TO PARAPLEGIC REHABILITATION CENTRE (PRC) AT KIRKEE & MOHALI :  The PRCs at Kirkee and Mohali looks after paraplegic and tetraplegic Ex-Servicemen who have lost their limbs while on active service.  KSB provide maintenance grant for ESM/Dependent.

     

    GRANT TO CHESHIRE HOMES FOR MAINTENANCE OF ESM/DEPENDENTS: Cheshire Homes look after leprosy patients, mentally handicapped patients, chronic spastic/paraplegic and TB patient.  KSB provide maintenance grant for ESM/dependents.

     

    GRANT TO ST. DUNSTAN’S AFTER CARE ORGANISATION, DEHRADUN:   The main aim of the organization is to provide psychological support to overcome the shock of blindness as well impart vocational training to enable the blind ESMs to find a place in society and also provide after case service.

     

    GRANTS TO TRAINING-CUM-PRODUCTIONS CENTRES IN MILITARY HOSPITALS AND OTHER PLACES:  Annual grants are given to hospital and other places for rehabilitation and training of ESMs as per details given below :-

    Vocational training centre for TB/Leprosy patients

    Diet/after care of the TB patients undergoing Treatment.

    Rs. 62,400/-

    Screening of films for entertainment of patients.

    Trg-cum-Production Centre, Lansdowne.

    Rs. 43,200/-

    Training venture designed to help the War Widows, ESM/Dependents for their rehabilitation.

    SHARING COST OF CONSTRUCTIONS OF SAINIK REST HOUSES:

    The basic aim of constructing a Sainik Rest House is to provide suitable & cheap accommodation to the ESM during their short visit to the state capital/Dist HQs for settlement of their pension cases and other matters like availing the facilities of CSD Canteens, Hospital etc.  KSB share 50% of the cost of construction of Sainik Rest Houses with respective State/UT.     RESERVATION OF SEATS IN MEDICAL/DENTAL COLLEGES FOR WARDS OF DEFENCE PERSONNAL AS GOVT OF INDIA NOMINEE:

    A total of 28-30 MBBS seats  and 12 BDS seats are allotted for the wards of Defence personnel  (Priority I-V) as Government of India nominee,  every year by Kendriya Sainik .  An advertisement is published in the leading News Paper and employment news in the month of April/May.
